This is a Red Cushion star fish. The reason you cannot lift them out of the water is that they dehydrate quickly when lifted out of the water. 500 dollar fine if a guard sees you lifting one out of the water. Star fish don't normally get so close to the edge of the ocean near a beach. This make the spot a place where lots of tourists try to find.
